On a Friday afternoon, October 22, 2004, James Garland Davis, a Black male, was in the 3500 block of East Capitol Street, NE in Washington, D.C. At approximately 3:00 p.m., tragedy struck when he was fatally shot. The Metropolitan Police Department responded to the scene and launched a homicide investigation into the death of Mr. Davis.
