Lloyd Walking Eagle, 48, a Native American man from Rosebud, South Dakota, died on May 29, 2020, after a bright afternoon turned chaotic on the Rosebud Sioux Reservation. Not long after 3:00 p.m., tribal law enforcement received frantic reports about a black SUV stopped near the All Stop convenience store with a passenger hanging partly out of a window.
When responders arrived, they found Walking Eagle suffering massive head trauma from a gunshot wound, and he was pronounced dead at the scene.
Witnesses told officers the SUV's driver, Roger Good Shield Jr., got out and walked away. A second call soon directed officers to a home in the Fairgrounds Housing Community, where Good Shield was reported injured and bleeding; he was taken to the Rosebud IHS hospital, treated, released, and then arrested by tribal law enforcement. Investigators began piecing together what had happened just before the vehicle raced away, focusing on reports that the SUV had been in a driveway at the Fairgrounds Housing area, where gunfire was heard and people scattered. Officers searching for a man described by witnesses found Joshua Walking Eagle inside a nearby residence, asleep in a bedroom, and brought him in as the homicide investigation moved forward.
In the days that followed, agents interviewed Good Shield, who described driving to the residence, stopping, and being confronted at the vehicle; he said Lloyd Walking Eagle opened the passenger-side door and reached inside, and then, in an instant, Good Shield felt a flash from the driver's side and realized he was bleeding. Good Shield said he fled but stopped at the All Stop because his eye was bleeding and he could not see, then walked toward his home. An autopsy later determined the cause of death was a shotgun wound to the head, sharpening the focus on how the weapon was fired and who had control of it when the fatal blast struck.
Months later, the case shifted into federal court. Prosecutors alleged that Joshua Walking Eagle killed a man in Rosebud by shooting him with a shotgun, and a federal grand jury indicted him in September 2020 on second-degree murder and firearm-related charges. The litigation that followed reflected how contested the facts and procedure had become, with pretrial motions scrutinizing what officers did and what was said in the first hours of the investigation.
The prosecution ultimately ended not with a murder conviction but with a plea and sentencing for a lesser homicide charge. Federal officials later announced that Joshua Walking Eagle pled guilty to involuntary manslaughter on February 25, 2022, and on May 16, 2022, he was sentenced to 30 months in federal prison, followed by three years of supervised release, and ordered to pay restitution.
