On August 1, 1927, Deputy Sheriff Arthur Emil Osborn, aged 45, was fatally shot while attempting to apprehend Herman Barker, who had cashed stolen bank bonds at the American National Bank in Cheyenne, Wyoming. Stationed in Pine Bluffs, Deputy Osborn intercepted Barker's vehicle on the Lincoln Highway, approximately five miles west of Pine Bluffs. As he approached the car on foot, Barker retrieved a gun from the seat beside him and shot Deputy Osborn twice, resulting in his death.
