Arthur Emil Osborn, a 45-year-old White male deputy sheriff in Laramie County, was killed on August 1, 1927, after a routine act of law enforcement turned suddenly deadly on the highway west of Pine Bluffs, Wyoming. He had been drawn into the case after word spread that a man tied to stolen bank bonds had appeared in Cheyenne and tried to cash them at the American National Bank.
