On August 1, 1927, a 45-year-old male white deputy sheriff—Arthur Emil Osborn—was fatally shot while performing his duties west of Pine Bluffs, Laramie County, Wyoming. Deputy Osborn had been attempting to apprehend a man known as Herman Barker, who was wanted for cashing stolen bank bonds at the American National Bank in Cheyenne.
