Janessa Rae Spencer, a 26-year-old Bi-racial female from Cheyenne, Wyoming, was shot and killed on April 12, 2015. Cheyenne police were dispatched shortly after 2:30 p.m.; officers found the 26-year-old female victim deceased from a gunshot wound, and a 24-year-old male—identified as Samuel Cook—wounded but alive. Public reports and an official police notice identify the scene as a residence on East 23rd Street in Cheyenne.
