In the early morning hours of February 2, 2009, a sense of unease settled over the 3400 block of 13th Place SE in Washington, D.C. At approximately 2:30 a.m., the sound of gunfire shattered the quiet, prompting calls to the Metropolitan Police Department. When officers arrived at the scene, they discovered the body of 22-year-old Antawn Proctor, a Black male from Oxon Hill, who had sustained fatal gunshot wounds.
