In the early morning hours of a summer Sunday in Washington, D.C., tragedy struck Dallas Williams, a 23-year-old man from the city. On June 14, 2009, at approximately 4:11 a.m., Williams was in the 900 block of Division Avenue, NE when he was fatally shot.
