On March 17, 2024, in Anchorage, Alaska, 43-year-old Franklin Stevens-McConkey was fatally shot during an altercation near East Tudor Road and Dale Street. The incident began when Stevens-McConkey and two companions were walking down Dale Street and encountered a vehicle exiting the parking lot of Uncle Joe's Pizzeria. A verbal confrontation ensued, escalating when Stevens-McConkey threw a traffic cone at the vehicle. In response, the driver, 23-year-old Javon Hill, exited the car armed with a handgun. The confrontation turned physical, culminating in Hill shooting Stevens-McConkey in the chest. Stevens-McConkey was transported to a local hospital, where he succumbed to his injuries.
Following the shooting, Hill contacted police, claiming self-defense. He stated that Stevens-McConkey and his companions accused him of nearly hitting them with his car, leading to the altercation. Hill admitted to retrieving his handgun from the car's door pocket and confronting Stevens-McConkey after the traffic cone was thrown. He asserted that he fired the weapon when Stevens-McConkey became hostile and approached him. Surveillance footage from the restaurant corroborated parts of Hill's account, showing the escalation from a verbal dispute to a physical confrontation, followed by the shooting.
Hill was arrested and charged with manslaughter in connection with Stevens-McConkey's death. An Anchorage grand jury later indicted him on one count of Murder in the Second Degree and one count of Manslaughter. At the time of the indictment, Hill was in the custody of the Department of Corrections, held on a $25,000 cash performance bond and a $25,000 cash appearance bond. If convicted, he faces a sentence of up to 99 years imprisonment. The case underscores the tragic consequences of confrontations escalating into violence and serves as a somber reminder of the importance of de-escalation in conflict situations.
