Carmen Rodriguez, a 28-year-old Hispanic/Latina woman, was killed in Wilmington, Delaware, on July 9, 2000. Her final known hours unfolded around Speakman Park, near East 26th Street and Speakman Place, an area she reportedly knew and frequented because she lived nearby. Police later placed the discovery near a park bench in the early morning hours, while another online account describes a passerby coming across her body in a secluded part of the park, partially hidden in bushes.
