In the early morning hours of Friday, March 31, 1978, the quiet of a Virginia Beach home was shattered by a grim discovery. Inside his residence in the 3700 block of South Plaza Trail, Frank Carl Pepper, a 32-year-old active duty U.S. Navy serviceman, was found with fatal wounds.
