A Seaman is found murdered in his home
On March 31, 1978, Frank Carl Pepper, a 32-year-old man from Virginia Beach, was found dead in his home on South Plaza Trail. Police responded to a call in the early hours and discovered Pepper suffering from fatal injuries. Despite their efforts, Pepper could not be saved, and his death was ruled a homicide.
