In the early morning hours of Monday, March 1, 1999, the parking lot of Picasso's Nightclub in Virginia Beach became the scene of a fatal shooting. Roy White, a 34-year-old Black male, was killed in the incident, which occurred at approximately 3:09 a.m. in the 500 block of Newtown Road.
