On October 25, 1988, Emory Eli Carroll, a 46-year-old man, was found shot to death in the parking lot of the Chesapeake House on the Bay, located on Shore Drive in Virginia Beach, Virginia. Police were called to the scene around 5 p.m. after several gunshots were heard.
