In the evening hours of September 16, 2008, tragedy struck on a residential street in Philadelphia. Rockie Jenkins, a 25-year-old Black man, was on the 1500 block of North Bouvier Street when he was targeted in a burst of gunfire. The violence of the encounter was evident, as Jenkins suffered multiple gunshot wounds to his neck and torso.
