In the early morning hours of a Friday in November 2015, the life of 25-year-old Shakoor Arline, a Black male from Philadelphia, was violently cut short. His body, alongside that of 32-year-old Lisa Smith, was discovered later that afternoon by Parks and Recreation employees in a secluded area of Fairmount Park.
