In the early morning hours of a Friday in November 2015, the life of 25-year-old Shakoor Arline, a Black male from Philadelphia, was violently cut short. His body, alongside that of 32-year-old Lisa Smith, was discovered later that afternoon by Parks and Recreation employees in a secluded area of Fairmount Park. The two were in the backseat of Smith's white Toyota Sequoia, which was parked on the grass off Lemon Hill Drive. Both had been shot multiple times in the head in what police would later ...
