Luis Alicea, also known as Martin, was a 29-year-old Philadelphia resident and father of five who tragically lost his life to gun violence on November 18, 2016. On that afternoon, Alicea had just received a haircut and was outside a barber shop at the intersection of Rising Sun Avenue and North 6th Street when an assailant approached.
