In the early morning hours of Valentine's Day, 1986, a grim discovery was made in the snow-covered landscape of a Portland neighborhood. A resident in the 4200 block of NE 37th Avenue spotted a figure lying face down near the curb at the northeast corner of Wilshire Park around 5:20 a.m. Responding police officers arrived to find the body of Eddie Lathan, a 22-year-old African-American male.
