On September 26, 1991, Charles Harvey, a 36-year-old man, was shot and killed in Portland, Oregon. Around 2:36 a.m., residents near NE 13th Avenue and Roselawn Street reported hearing gunshots followed by a car speeding away. Shortly after, Harvey was found bleeding on the porch of a nearby house. Despite being rushed to the hospital, he died from his injuries.
