In the early morning hours of a November Friday in Tulsa, Oklahoma, the life of Stephen Moran, a 44-year-old man, was irrevocably altered. On November 22, 2013, while Moran was driving his Mazda RX-8 near 53rd and Peoria, a bullet pierced the rear window of his vehicle and struck him in the back of the head.
