At just 18 years old, Sheila Marie Quarles was building a life for herself in her native Las Vegas, Nevada. Known to her friends and family by the affectionate nickname "Pooka," she was a responsible and hardworking young woman, already a supervisor at a local Starbucks. She lived in an apartment on Pecos Road with her mother, Debra Quarles, with whom she shared a close bond. Sheila was survived by her mother and her father, Ralph Fuller Jr. Her promising future was brutally extinguished on March 24, 2005, by a man who had once been a trusted figure in her family's life.

On that Thursday, Sheila had stayed home from work. She spoke with her mother on the phone several times, with their last conversation taking place around 1 p.m. When Debra returned to their apartment around 3 p.m., she made a horrifying discovery. She found her daughter naked and unresponsive in a bathtub filled with hot water. Paramedics arrived, but it was too late; Sheila was gone. An autopsy would later reveal that the 18-year-old female had been sexually assaulted, strangled, and drowned. There were no signs of forced entry into the apartment, suggesting Sheila may have known her killer.

The investigation into Sheila's murder initially left detectives without a clear suspect. In a cruel and calculated deception, a man named Norman Keith Flowers began to comfort Sheila's grieving mother, Debra. Flowers had dated Debra in 2004 and was a familiar face. He expressed sympathy, encouraged her to seek grief counseling, and even drove her to two appointments, all while inquiring about the police investigation into her daughter's death. This facade of kindness masked a monstrous truth: Flowers was the one who had taken Sheila's life.

The case broke open as investigators linked Sheila's murder to other violent crimes in the area. Less than two months later, on May 3, 2005, two more women, Marilee Coote, 45, and Rena Gonzalez, 24, were found raped and strangled in their respective apartments within hours of each other. DNA evidence became the crucial link. Genetic material collected from Sheila's body was matched to Norman Flowers. His DNA was also found at the scene of Marilee Coote's murder. Flowers, who had a prior criminal record including convictions for arson and burglary, had been out on parole for only about 20 days when he killed Sheila. He was arrested on June 6, 2005.

In October 2008, Norman Flowers, then 34, was convicted of the first-degree murder, sexual assault, and burglary of Sheila Quarles. Prosecutors sought the death penalty, but a jury sentenced him to life in prison without the possibility of parole. The jury considered mitigating factors, including testimony that Flowers had been physically and sexually abused as a child. During the sentencing phase, Flowers offered an apology to Sheila's family for their pain. Her mother, Debra, who had attended the entire trial, shook her head as the jury spared her daughter's killer's life.

Subsequently, Flowers faced charges for his other crimes. In June 2011, he entered an Alford plea for the murders of Marilee Coote and Rena Gonzalez, acknowledging that prosecutors had enough evidence to convict him without formally admitting guilt. He received two additional consecutive life sentences, ensuring he would never be free again. Years later, in February 2023, Las Vegas police announced that DNA evidence had also linked Flowers to the October 2004 cold case murder of a fourth woman, 28-year-old Keysha Brown, who was also found raped and strangled in her bathtub. Norman Keith Flowers is currently serving his sentences at High Desert State Prison in Nevada.
