Summary based on 3 sources
On the evening of October 7, 2007, Jesse Harris, a 28-year-old male inmate at the United States Penitentiary in Hazelton, West Virginia, was walking back from the prison’s recreation yard. The high-security federal facility, set amid the remote landscape of Preston County, was a place of rigid routines and constant surveillance. For Harris, however, the return to his cell that evening would be interrupted by a sudden and fatal act of violence. In a prison corridor, he was ambushed by two other inmates in an orchestrated and brutal attack.

His assailants were Patrick Franklin Andrews and Kevin Bellinger, fellow prisoners who, according to court statements, had known Jesse from their time in Washington, D.C. The brief but savage encounter was captured by the prison’s surveillance cameras. The footage showed Andrews and Bellinger engaging in a verbal confrontation with Harris before they both produced homemade knives, or shanks. Unarmed and backing away, Harris was cornered and repeatedly stabbed by his two attackers. The assault lasted less than a minute before a correctional officer approached, causing the assailants to flee. Jesse Harris died from the multiple stab wounds he sustained.

The investigation that followed was complex, pieced together by the FBI and the U.S. Bureau of Prisons. While one of the attackers was pursued and apprehended immediately after the incident, the surveillance footage was crucial in identifying the second assailant as Patrick Andrews. The case against the two men moved slowly, and it wasn't until October 2, 2012, nearly five years after the murder, that a federal grand jury indicted both Andrews and Bellinger on charges of second-degree murder and murder by a federal prisoner serving a life sentence.

At the time of the attack on Jesse Harris, both of his killers were already serving lengthy sentences for violent crimes. Andrews was in prison for a pair of homicides committed in 1997 and 2000. Bellinger was serving a sentence for assault with intent to kill from 2000. The murder of Jesse Harris added another layer of violence to their already extensive criminal histories, and it highlighted the persistent dangers within the federal prison system.

The legal process culminated in life sentences for both men. Kevin Bellinger was convicted by a federal jury on June 16, 2014, and on October 8 of that year, he was sentenced to life in prison. On April 13, 2015, Patrick Franklin Andrews, a serial killer with three proven victims, pleaded guilty to murder by a federal prisoner serving a life sentence, a move that allowed him to avoid a potential death sentence. He too was sentenced to life in prison without the possibility of parole.

The convictions brought a close to the official investigation, cementing the legal responsibility for the death of Jesse Harris. The case stands as a grim reminder of the histories that follow individuals into the prison system and the violence that can erupt even in the most controlled environments. While the court records detail the brutal end of his life and the path to justice, very little has been publicly shared about the man Jesse Harris was before his incarceration. His story is now irrevocably intertwined with that of his killer, Patrick Andrews, and the violent act that ended his life inside the walls of USP Hazelton.
