On September 14, 2014, Michael Garcia, a 33-year-old resident of Kearneysville, West Virginia, was found dead on Technology Drive in Berkeley County, near Martinsburg. Garcia's body was discovered about 10 feet away from his vehicle, which was parked in the middle of the roadway at the Tabler Station Business Park south of Martinsburg.

The investigation revealed that Garcia had been shot multiple times, with the fatal bullet piercing his heart. He had been shot a total of six times. Prior ...
