On December 13, 2003, Emmanuel Antonio Ramos, a 48-year-old taxi driver, was found dead inside his vehicle in the parking lot of the Joy Lucky Chinese Restaurant on Central Avenue in Charlotte, North Carolina. At approximately 8:43 a.m., officers responding to the scene discovered Ramos's taxi van with the engine running, having crashed into the adjacent building, PHOAN HOA Vietnamese Finest Restaurant.
