In the winter of 2011, within the confines of the California State Prison in Lancaster, the life of 46-year-old James Arthur Mullins Jr., a Black male inmate, came to an abrupt and violent end. On the morning of Sunday, December 4th, what began as a routine breakfast service took a grim turn when Mullins' cellmate passed a note to the guards. The message was chillingly simple: Mullins appeared to be dead. Responding to the alert, guards discovered Mullins unresponsive in his bunk, concealed beneath a blanket. Despite immediate efforts to revive him, it was too late.

The initial examination of Mullins' body by coroner officials raised immediate concerns, with "something suspicious" noted, leading them to classify the death as a homicide. It was later determined that James Arthur Mullins Jr. had been suffocated. At the time of his death, Mullins was serving a sentence for second-degree robbery. The investigation into his murder was handed over to the Los Angeles County Sheriff's Department's Homicide Bureau, who began working in conjunction with state prison officials to unravel the events that led to Mullins' death.

The focus of the investigation quickly centered on the individual who had been closest to Mullins in his final hours: his cellmate. While not publicly named in initial reports, he was identified as the "alleged assailant." In the immediate aftermath of the discovery, prison officials took the precautionary measure of isolating the cellmate, placing him in a single-person cell as the investigation commenced. This tragic incident marked the fourth suspected homicide within the California state prison system since early October of that year, highlighting a disturbing trend of violence within the correctional facilities. Despite the initial focus on the cellmate as the suspect, publicly available information does not detail any subsequent arrests, charges, or the ultimate resolution of the investigation into the murder of James Arthur Mullins Jr. The case, which began with a clandestine note and a grim discovery, appears to have faded from the public record, leaving the final chapter of James Arthur Mullins Jr.'s story untold.
