On a cold December evening in Buffalo, New York, a burst of gunfire shattered the night and ended the life of 22-year-old Samuel L. Smalls. The young man was standing with two companions near the intersection of Shirley Avenue and Suffolk Street shortly before 9 p.m. when a lone gunman approached them and began shooting.

The sudden violence left Smalls critically wounded. He was rushed to the Erie County Medical Center, but the injuries he sustained proved to be fatal, and he died shortly ...
