Emmanuel Brown, 28, a Black male, was shot while sitting in a car on Livingston Lane in the Longs community of Horry County in the early hours of June 19, 2025. An officer initially responded to a location on East Highway 9 about an incident that had occurred on Livingston Lane and intercepted the vehicle carrying Brown.
