Michael Allen, 19, male, left his East Germantown home just after dawn on July 3, 2025, taking his electric scooter out for a short ride. Within minutes, gunfire shattered the quiet on the 200 block of East Rittenhouse Street near Wakefield, steps from Morton Playground.
