A male private in the Army National Guard, Okunev was a native of Long Beach, California, and was more than halfway through his 10-week Basic Combat Training. He was on a rifle range engaged in training exercises when he suffered a fatal injury around 10:30 a.m. Medical personnel from the General Leonard Wood Army Community Hospital were on site and pronounced him dead at 10:33 a.m. No other trainees were harmed in the incident.
Andrey Okunev was assigned to Bravo Company, 1st Battalion, 48th Infantry Regiment and was slated to graduate on October 2. In his hometown, Okunev was remembered as a kind and generous young man who dedicated his time to his community, particularly as a youth soccer referee.
