In the late evening hours of the Fourth of July, the sound of gunshots shattered the holiday calm on Karen Court in Little Rock, Arkansas. Responding to a call about a shooting at approximately 9:42 p.m., police officers arrived to a grim scene. They discovered 62-year-old Frederick Williams lying unresponsive in the street, having sustained multiple gunshot wounds.
