On a Tuesday evening in Little Rock, Arkansas, a burst of gunfire shattered the calm at an ice cream shop on Baseline Road, leaving a community in mourning and a family forever changed. Justin Ryan Foster, a 31-year-old male, was inside the establishment on January 15, 2019, when the fatal shooting occurred.
