Joseph Bell, a 15-year-old Black male, was last seen alive on March 2, 1981, at a neighborhood restaurant in southwest Atlanta. Despite his disappearance, he was not immediately listed as missing due to a history of running away from home. His body was discovered on April 19, 1981, in the South River of southeastern DeKalb County, Georgia, by a couple testing a motorbike along a remote path.
