Paramedics arrived to discover the child cold to the touch, lips blue, and in full cardiac arrest. In the hours leading up to the emergency call, his mother told police he had been vomiting; she tried to lower his fever by running cold water over his head. Neighbors later described flooding so severe that water damaged a unit below.

Nineteen months after the death, Las Vegas police arrested the child’s mother, Etsegenet “Saba” Welday, and she was charged with murder and child abuse causing substantial bodily harm. An arrest report said she failed to seek medical care as his condition worsened; she was also reportedly seen driving with her daughter but without Noah shortly before his death was reported. Court records noted she had been a fugitive since a warrant was signed earlier that year. Welday was booked into the Clark County Detention Center, with a court appearance scheduled the following week.
