Regina Banks, a 63-year-old woman from Virginia Beach, Virginia, was tragically shot and killed on the night of April 30, 2025. The incident occurred around 10 p.m. on Harbinger Road, near the intersection of Rosemont Road and Lynnhaven Parkway.
