Stephen Horton, a 22-year-old man, was fatally shot on February 3, 2025, in Worthington, a suburb of Columbus, Ohio. Horton was found in a parking lot with a gunshot wound and was pronounced dead at the scene. The incident occurred outside an apartment complex on Proprietors Road, where police responded to a 911 call from the alleged shooter, 23-year-old Claire Touvell. Touvell, who had previously been in a relationship with Horton, claimed she acted in self-defense after Horton ambushed her in an attempt to kidnap her.
According to court records, Horton had a history of domestic violence charges related to Touvell. At the time of his death, he had an open case pending against him for alleged domestic violence, including accusations that he had broken Touvell’s jaw and threatened to kill her. Touvell had obtained a protection order against Horton, which he had reportedly violated. On the night of the shooting, Horton allegedly lay in wait near Touvell’s car, blocking her access and attempting to abduct her. In response, Touvell fired a handgun, later recovered at the scene, and immediately called 911.
Initially, Touvell was charged with murder and held on a $25,000 bond. However, a Franklin County grand jury declined to indict her, citing the need for further investigation. The grand jury filed a "no bill," meaning no charges were officially brought against her at that time. Prosecutors stated that the case would be presented again once the investigation was complete, as Ohio law does not impose a statute of limitations on murder.
Horton, whose mother had passed away in 2022, was remembered by friends on social media, where he was affectionately referred to by his nickname, "Cowboy." His death has sparked discussions about domestic violence and self-defense laws, with Touvell’s attorney arguing that she had no choice but to protect herself. The legal proceedings surrounding the case remain ongoing, with authorities continuing to review evidence before making a final determination on whether charges will be filed.
