Shortly before 11 p.m., the sharp sound of gunfire pierced the air in the 3500 block of Penn Avenue North, triggering the city's gunfire detection technology and dispatching police to the scene.
Upon their arrival, officers discovered Washington suffering from gunshot wounds.
