In the early hours of a cold Thursday morning in Washington, D.C., the quiet of the unit block of 18th Street in the Southeast quadrant of the city was shattered by a discovery that would soon launch a homicide investigation. On January 2, 2025, a male, identified as 48-year-old Eugene Jefferson, a Black man from Southeast, D.C., was found unresponsive in the hallway of a residential building.
