In the late hours of a Tuesday night in Mesa, Arizona, a violent encounter irrevocably altered the lives of two families. Norberto Ruiz, a 37-year-old Hispanic man, was found on a sidewalk near the intersection of Gilbert and Broadway roads, suffering from gunshot wounds.
