Steven Lynn Elliott, a 26-year-old man, tragically lost his life on August 12, 1989, in Preble County, Ohio. His body was discovered near Interstate 70, clad only in underwear, and he had been strangled, presumably with a rope. Elliott was one of the victims of an unidentified serial killer known as the “I-70 Strangler,” who was responsible for the deaths of at least eleven young men and boys in Indiana and Ohio between June 1980 and October 1991.
