In the late summer of 1990, a 23-year-old Black male named David Thomas was navigating a life of impermanence in Milwaukee, Wisconsin. Lacking a permanent address, he would often stay with his girlfriend, with whom he shared a three-year-old daughter. Though he sometimes disappeared for weeks at a time, he always made a point to return and visit his child. At the time, Thomas was on probation for retail theft. His last contact with his family was in August of that year.
