Detective Charles Douglas Heinrich, aged 37, was a dedicated officer with the El Paso Police Department, Texas. On March 3, 1983, Heinrich and his partner, Officer Jesse Eckard, were on patrol when they encountered Edsel Willis, a man previously arrested for weapons charges. As they exited their patrol car to talk to Willis, he pulled out a .22 caliber handgun and fired at the officers. One bullet struck Heinrich in the head, and he was rushed to the hospital in a coma.
