Luis Armando Ibarra, a 43-year-old Hispanic male, tragically lost his life on October 19, 1996, in El Paso, Texas. He was the owner of the El Kumbala nightclub, a popular Tejano-style dance bar in the area. On that fateful night, a group of armed men stormed into the club and opened fire, resulting in the deaths of five individuals, including Ibarra and musician Jose Garcia.
