Richard Wayne Elliott Dowell, an 18-year-old male of African American ethnicity, tragically lost his life on July 10, 2007, in Arlington, Texas. He was shot and killed following an altercation outside an apartment complex. The incident occurred around 10 p.m. when a group of youths were involved in a fight, and shots were fired. Dowell was taken to Harris Methodist Hospital, where he succumbed to his injuries early the next morning.
