On the evening of February 12, 2010, police in Kansas City, Missouri, were dispatched to the Historic Northeast neighborhood following reports of a shooting. Upon arrival at the intersection of 13th and Olive Streets around 7:00 p.m., officers discovered the body of a 27-year-old male, identified as Jabrielle L. Francis, lying on the sidewalk.
