The incident occurred on Ranchester Drive, where Luis and his 20-year-old sister, Jessica Ruiz, were among the victims. The siblings, along with three others, got into a confrontation with two men in a gold or brown sedan. The men left the scene only to return and open fire, resulting in the deaths of Luis, Jessica, and a 55-year-old man named Josafat Ocampo Mesa.
