On a summer afternoon in Knoxville, Tennessee, the life of Jerome Phillip 'Jroc' Locke, a 27-year-old Black or African American man, was violently cut short. On June 17, 2017, Locke was driving his Audi A6 on Meadow View Road when another vehicle pulled alongside his. Multiple gunshots were fired from the second vehicle, striking Locke. The attack caused Locke to lose control of his car and crash into a tree.
