On a Saturday night in Clarksville, Tennessee, the sounds of a birthday party at an apartment on Beech Street were shattered by gunfire. It was November 11, 2017, and inside, 21-year-old Devonte Wilkerson, an African American male, was celebrating with friends. Just after 11 p.m., multiple 911 calls reported shots fired at the residence. When police arrived, they found a chaotic scene with Wilkerson and a teenage girl suffering from gunshot wounds.
