On a cold January afternoon in 2018, the quiet of Oak Park in Winchester, Tennessee, was broken by a grim discovery. Harvey Dwayne Harper, a 41-year-old male from nearby Shelbyville, was found deceased in his vehicle on January 8th. An officer with the Winchester Police Department, Lamar Howard, had spotted the car sitting in the park and approached to investigate. Inside, he found Harper, who had been shot multiple times.
