On January 8, 2018, Harvey Dwayne Harper, a 41-year-old man from Shelbyville, Tennessee, was found shot multiple times inside his vehicle at Oak Street Park in Winchester, Tennessee. The Winchester Police Department responded to the scene around 3:30 p.m. and confirmed that Harper had died from his injuries. The investigation into his death was immediately launched as a homicide case.
