On November 8, 1974, Patrolman Michael Neal Carter, aged 32, of the Chester City Police Department in Pennsylvania, was tragically shot and killed during a routine traffic stop. Carter and his partner had stopped a vehicle at Third Street and Central Avenue to question an occupant about a holdup.
