Marne Toogood, a 44-year-old black man from Chester, Pennsylvania, was killed on May 31, 1981. The incident occurred when police officers responded to a report that Toogood, a junk dealer, was threatening children with an ax. When the officers arrived at his home, Toogood answered the door holding an ax handle.
