Marne Toogood, a 44-year-old black man from Chester, Pennsylvania, was killed on May 31, 1981. The incident occurred when police officers responded to a report that Toogood, a junk dealer, was threatening children with an ax. When the officers arrived at his home, Toogood answered the door holding an ax handle. The situation escalated, and during the confrontation, Chester Police Corporal Thomas Boden, a 42-year-old white officer, fired three shots. The third shot, which was fatal, was fired aft ...
