Richard L. 'Rick' Barbour Jr., a 27-year-old male of Caucasian ethnicity, was tragically killed on April 28, 1991, in Philadelphia, Pennsylvania. Barbour, who was an assistant prosecutor for Burlington County, New Jersey, was fatally shot during an armed robbery at an ATM machine in the Society Hill area of Philadelphia. He was out with friends when the incident occurred.
