Franklin Carter, a 23-year-old male of African American ethnicity, tragically lost his life on July 10, 2003, in Chester, Pennsylvania. His death was part of a series of unsolved murders in Chester, collectively referred to as the "Chester 12". The Chester 12 initiative, supported by city police and community organizations, aims to bring attention to these cases in hopes of finding justice.
