William Garfield "Big Will" Reed, a 27-year-old male of African American ethnicity from Chester, PA, tragically died on February 29, 2004. Reed was a city highway-department worker and a lifelong resident of Chester, having graduated from Chester High School. He was well-known in his community and worked for the city of Chester Highway Department.
